As with most problems, there are no easy fixes or short term solutions. I certainly don't have the answers.
Income itself though, is only a means to an end. People don't need income, people need shelter and food (mainly).
The first thing that needs to be addressed is wealth disparity, easier said than done of course, but why do a few get rich from the natural rescources our country is blessed with? Why is society set up in such a way that a small percentage of people profit from the essentials such as housing, food and power?
The monetary system itself is flawed. Our government, supposedly running the country, have to borrow money into existence from private banking institutions. Shouldn't the government be in control of the money supply? Shouldn't money be spent into existence by the government and not borrowed into existence? With all money being borrowed into existence there can never be enough money in circulation to pay back the debt (because of interest). This leads to the manipulation of the money supply and the boom/bust cycles.
Easy access to money leads to the boom and the rise in asset prices. Tightening of the money supply leads to the bust and the fall in asset prices. Can you see how this can be continually and easily exploited by those who control the money supply?
Technological advances should mean a requirement for less man hours of "work". The government however needs to protect its tax base to pay back the interest on the money it has borrowed. Thus the requirement for economic growth. Spend little wage slave spend! This isn't so easy though in the post-industrial age, hence the service industry, a lot of which is paying people to do things you don't have the time to do because you're doing something else for someone else. But everyone gets taxed on that of course.
Not really an answer to your question, but something to think about.

But I don't think we can get away from the notion that we are expected to make a contribution!
And I, for one, would be quite happy to present a report to Department of Foreign Affairs and Trade on my observations of a country I traveled in and visited......
Just like politicians are supposed to present a report of their observations when they travel overseas and justify that expenditure then I cannot see why I should not do the same and so justify taxpayer payment to me, just like a politician.
