I spoke to CL yesterday, and the person on the phone helpfully told me that under the old system, I had 30 points, all from a single medical condition. So according to their old assessment, I'm severely disabled... Yay, I guess??
It does mean that, as far as I can tell, I did meet all criteria for being covered under the Int'l Agreement, for at least some of the time I was in the USA. So I think it probably was defective administration that they didn't bother to mention the Int'l Agreement, and instead only brought up the usual portability rules.
I'm still waiting to see what they rate me as under the new tables, though.
The helpful JCA lady I saw a couple of weeks ago told me that I'd be able to call a fortnight later and find out what the report said, because it would've gone to a physical assessor by then. Surprise! I call when she told me to, and no report has been filed yet. Every time I talk to CL, they tell me at least one thing that turns out not to be true.
But hey, at least they didn't accuse me of anything (e.g. lying, secretly working, etc.) this time...

Did you ask for your file? It can make interesting reading and certainly an essential step in any appeals process.

Yes, that's next on my list. I have the FOI email written and in my drafts folder in email. I'm waiting 'til I hear the result of the current assessment, though. I don't want to give them a possible 'heads up' that I'm going to challenge them on other stuff yet; first priority is just getting back onto DSP again, because on the Newstart amount I'm still going backwards financially, which I can't sustain much longer. Just getting them to reinstate payments at all has to be battle #1, then onto trying to get back pay for some of the time in the USA, because I'm 90% sure at this point that what they told me is wrong.

I doubt they would connect the two, Centrelink seems to be very good at the left hand not knowing what the right is doing. There is no possible way that any casual browser would have absorbed even a fraction of the information in my file, it was a thick as a couple of Yellow page directories put together.
