As usual i got a fairly quick response from Senator Xenaphon.
I think he is a good guy to hassle about this.

Dear Senator Xenaphon,
could you please inform me of the status of the Families, Housing, Community Services and Indigenous Affairs and Other Legislation Amendment (Budget and Other Measures) Bill 2010.
The bill obviously has not been passed, will it be presented to the Senate again this year? If so, when?
Have you considered the position of Disability Support Pension recipients who will be unable to travel overseas at will if the residency restrictions are tightened?
What do you think will be the outcome of the bill?

Thank you for your email, Nick is currently interstate but has requested I respond to you on his behalf.
Schedule 2 and 3 of the Families, Housing, Community Services and Indigenous Affairs and Other Legislation Amendment (Budget and Other Measures) Bill 2010 was referred to the Community Affairs Legislation Committee in October last year, with the Committee recommending the Bill be passed. I note you made a submission to that inquiry, and have forwarded a copy of your submission to Nick for his consideration. If you have not seen the Committee’s report, it is available here.
Schedule 4 of the Bill has been referred to the Senate Legal and Constitutional Affairs Committee for inquiry, with the Committee due to report on the first day of sitting this year (February 8). While this inquiry is focusing on Schedule 4 of the Bill, Nick has reserved his judgement until the both reports are available. It is also therefore difficult to predict the outcome of the Bill.
