You need to provide:
1 commencement document to confirm your birth in Australia or arrival in Australia, and
1 primary document and 1 secondary document to show the use of your identity in the community
At least 1 of these documents must have a photo of you on it.
All documents must be original and be in the same name as your claim, or you need to provide evidence of a change of name.
We can’t accept:
copies or certified copies
expired documents
the Australia Post Keypass identity card
the same document for more than 1 category - for example, if you use your Australian passport to prove your birth or arrival in Australia, you can’t use it as a primary or secondary document to show use of your identity in the community
If you don’t have enough documents, tell us and we’ll talk to you about other options.
We may ask you to provide documents again if you claim another payment or we review your circumstances.
Commencement documents to confirm your birth or arrival in Australia
You must provide 1 of the following:
Document Details
Australian birth certificate A full birth certificate in your name or former name issued by Births, Deaths and Marriages. We can’t accept birth extracts or birth cards.
Australian visa Must be current when you entered Australia as a resident or tourist and issued in your name or former name.
Australian citizenship certificate Issued in your name or former name. If not, and your name appears on your parents’ certificate, you can use that.
ImmiCard A photo identity card issued in your name or former name by the Department of Immigration and Border Protection.
Australian passport A current passport in your name or former name.
Certificate of identity Issued in your name or former name by the Department of Foreign Affairs and Trade.
Document of identity Issued in your name or former name by the Department of Foreign Affairs and Trade.
Primary documents to show the use of your identity in the community
You must provide either:
another document to confirm your birth or arrival in Australia, or
1 of the following:

Australian driver licence - motor vehicle Current licence, learner permit or provisional licence in your name with your photo or signature.
Australian marriage certificate Issued by a state or territory government. We can’t accept ceremonial, church or celebrant issued certificates.
Foreign passport Current passport issued by another country, with a valid entry stamp or visa.
Proof of age card Current card issued by government in your name with your photo or signature.
Shooter or firearm licence Current licence in your name with your photo or signature. We can’t accept minor or junior permits or licences.
Secondary student ID card Current secondary student ID card in your name with your photo or signature. This is only if you are younger than 18 and don’t have the other documents.
Secondary documents to show the use of your identity in the community
You must provide either:
another document to confirm your birth or arrival in Australia, or
another primary document from the list above, or
1 of the following:

Security licence Current security protection industry or crowd control licence. It must be in your name and show your photo or signature.
Bank or financial institution card, statement or passbook
Current ATM, credit or debit card with your name and signature issued by a bank, credit union or building society, or
Statement or passbook from an active account with your name and address
We can’t accept documents from foreign banks or institutions.
Child’s birth certificate Australian birth certificate that shows your name as a parent or guardian.
Defence Force identity card Issued by the Australian Defence Force and shows your name and photo or signature.
Australian divorce papers In your name or former name, for example, a Decree Nisi or Decree Absolute.
Educational certificate Qualification certificate from a school, TAFE, university or Registered Training Organisation in your name or former name.
Certified academic transcript From an Australian university in your name or former name.
Mortgage papers Legally drawn mortgage papers for an Australian property in your name or former name.
Name change Legal change of name or deed poll certificate.
Veterans’ Affairs card Current card in your name.
Tenancy agreement or lease Current formal agreement or lease in your name and showing your address.
Motor vehicle registration Current registration showing your name, address and proof of payment.
Documents issued by foreign governments Foreign birth, marriage or education certificate, lapsed passport, driver licence or national identity card.
Australian government issued photo ID card Current Commonwealth, state or territory issued card in your name.
Rates notice Paid notice in your name and showing your address that is less than 12 months old.
Utility account Paid water, gas, electricity or phone account in your name and showing your address that is less than 12 months old, and has a receipt number.
Student ID card Current card from a secondary school, TAFE, university or Registered Training Organisation in your name with your photo or signature.
Electoral enrolment Proof of enrolment card in your name and showing your address.
Aviation security identity card Current card in your name with your photo or signature.
Maritime security identity card Current card in your name with your photo or signature.
Police identity card Current card in your name with your photo or signature.
Prison release certificate In your name with your photo or signature.
Tangentyere Community ID card Current card in your name and with your photo.
Submitting documents
You must provide the original of each document:
in person at a service centre
in person at an Agent or Access Point if you live in a remote area
through an authorised nominee
by post, or
if you’re claiming Youth Allowance, Austudy, Age Pension, Carer Payment or Carer Allowance and have had your photo identification verified at a service centre, you can submit documents online via the Document Lodgment Service
If you post documents to us, we’ll return them to you by registered mail.
If we can’t confirm your identity with the documents you provide, we may ask you to provide more documents. If you have trouble getting the documents, let us know as soon as you can.
You may still need to attend a service centre in person so we can compare you to a photo on 1 of your documents.
Authorised nominee
If you’re an authorised nominee, you can submit identity documents on behalf of the person you represent. However, we need to see the person to compare them to a photo on 1 of their identity documents.
We know it’s not possible for some people to come to an office. Please tell us if the person you represent can’t attend in person.
Changing or correcting your legal name
It’s important to tell us if you change your legal name.
To change or correct your legal name, you’ll need to provide us with an original document issued by Births, Deaths and Marriages. We can’t accept copies, including certified copies.
Acceptable documents include a:
marriage certificate, but not a ceremonial certificate
change of name certificate, or
birth certificate, including a reissued certificate in the new name
