Hi J I got mine as well on Monday, but guess what I still haven't received my debit card from Citi, for almost 2 months now unreal, who said life was easy? Cheers Itsa With Citibank I think an "Emergency Card" is a normal card with a normal expiry period (usually valid for 3 years). It just means they realize you are in a desperate situation and they need to treat it as an emergency and mail it through express post with a tracking number. The tracking number is a Must! Philpost is hit and miss, without a tracking number sometimes packages turn up two months later and sometimes they never turn up. I believe there are still Citi branches in Makati and Cebu city, you might be able to do an over the counter withdrawal there. Best to ring up Citi and escalate the matter. Say it is an emergency and try to talk to someone higher up.

Citibank in the Philippines has been taken over by Union Bank as far as I know. So an over-the-counter transaction is out of the question. Now I'll tell you why, it's because I went through the same malarkey 3 years ago, they never seem to learn!!! I even went to the extent of ringing them up this time and being assured that a card would be sent out 2 weeks before my old card expired, great I thought rubbing my hands in anticipation. To cut a long story very short, it never arrived despite my protestations I was assured everything was under control, and a new one would be sent out immediately, I want it sent priority post with the tracking number Ms, sure Sir no problem. The same problem arose 1 month later when I asked about the priority post, sorry sir we do not have a request for one. They then proceeded to cancel the card, but wait I said I never asked you to. Again sorry Sir it's already being done, we'll send you a replacement one straight away. ( Just more lies ) That's why I'm hesitant to have any contact with them at all, everything just keeps repeating itself ( Reset the clock again) Bear in mind they are the ones in control of the situation, not me, I've never met such a bunch of incompetent fools in all my life. I hear what you say bear, the branch that's listed for Cebu is one that I normally use and most of the staff recognize me, as I've been going there for years. The fact is the money is in my account I just can't access it at the moment because of the card situation. I might get my wife to drive me there, all they can say is no sorry Sir we cant help you.
It was the same story 3 years ago, the card was delayed, Citi advanced me $1000, but said it was a once off emergency payment which they took from my account, but its Union now, who knows...
