TRUE FACTS AND FARE EXPECTATIONS WHY WE SHOULD BE MEDICALLY ASSESSED IN TRAVELLING OVERSEAS POST 13 WEEKS OR PREFERABLY PERMANENT AND STILL RETAIN THE RIGHT TO THE AGE PENSION....CENTRELINK WILL ALSO HAVE TO KEEP A RECORD OF PEOPLE PROSSESSED FOR EXTENDED TRAVEL SO EVEN THOUGH IN MY CASE I WOULD GET IT, I HAVE NO ISSUE UNDER ANY GOVT UNBIAS MEDICAL ASSESSMENT.IF YOU ARE UNABLE TO WORK YOU WILL BE TREATED AS SUCH, NOTHING TO HIDE..
I have centrelink notification 2009 and 2010 and concurrent with contact name and numbers that I am not to be reviewed again due to my chronic multiple illnesses. I have been on the DSP from 1984/2012 concurrent, small menial work in between they told me off for doing..because in a short time I was back on the DSP..and never received their permission they said to attempt any work, they stated they would never have granted me to work. I was fined in court many years ago $10 and a 18 month good behaviour bond for keeping the money.... however I was scared so I did this to keep it from the Dept I had attempted some menial work and they felt I could not work and worsened my medical problems..
The judge new I made the fruitless attempt to work but said he had to fine me $10 for spending the money. See the amount.. what did centrelink achieve in taking me to court. The judge saw my position of work attempt..I have over 1 inch of medical doctor/specialist letters/reports/radiograohs etc;; etc; etc; etc; 2 inches of medicare doctor/specialist attendances over my life..letter since sent 2011 to Minister J Macklin.. of which she herself never replied.. but apparently indirectly read.. my psychiartrist stating in very short detail here I would benifit fromstaying in thailand as my health worsens in Australia etc; her staff refused more than 13 weeks a time saying when they could not state I could work that its the govts right for us to receive a benifit, its a gift of assistance.. we can take it away as well as give it..other countries don't get it..they don't have to give it to you and its paid so you can look for work.. even after they were told and new on my file centrelink, doctors and specialists stated I am unable to ever work and the centrelink girl advised me on the phone to rip up any medical forms I may ever receive and then contact her if I get one.. last one in 2005 I believe, granted DSP continuation never to work even when I never saw their doctor, after being sent the forms... that reply came from a centrelink mgr also.. I have the letters and girls name all written down..
I will get the right to stay more than 13 weeks but I want to apply after the 1st july 2012 they don't really say apply before, well in a way they do, but still say they need to get it worked out how they wil assess DSP people before the 1st july 2012. I really see no point in anyone contacting centrelink until they have formulated the rules.. asking people to give their views of what centrelink are currently saying to them ofcourse will be confusing.. you state people are recieving different opinions on their cases.. just wait until they formulate the criteria on the 1st of July this year 2012 or people will be annoying centrelink.
I am sure when they say let us know when you are wanting to travel overseas they are refering to post 1st July rules, that letter or information centelink wrote is a little confusing in this area..(I will attach that notification after this post) the criteria is not in place yet. I am over 55 for privacy reason.. true age not disclosed.. have had TIC Strokes, to a history of multiple chronic medical conditions, even the high risk of future bowel cancer and struggle to live here on the DSP with the massive cost of living costs etc; your health worsens when you eat can sh.t and processed crap..
The govt pays millions for us in IBS issues, bowel cancer problems and other diet related conditions. I will wait until the 1st July to see what format they take to assess us, but 100% I will be a contender to live devoid of anxiouty and pressure from this Australian living, sorry existance.. I am also going to say this.. there are many people on the DSP that should not be.. I agree as others should.. This process of a medical assessment.. which will happen for people wanting to travel o/seas more than 13week periods that this will hopefully remove those people onto other benifits and catch the people ripping off the system in bars overseas etc; and so it should. I am speaking here of a peron on DSP who rightly should be..
Its no picnic being disabled from a productive work ethic, but people on DSP who solicite in taking druga and alcohol ..self abuse in my view should not be on the DSP. there are organizations that treat those people conditions. The DSP is supposed to be the last line of assistance for people that are unemployable through chronic medical conditions both psychological and physical that cannot work.. be it what you can do or what you cannot do as far as work. I want this forum to be for the people who are genuinly disabled from work, not to see it as a opportunity to get what rightly they do not deserve. I take this line because I am proven to be unemployable.
There are so called arguments that we have the right to travel anywhere we wish to travel overseas.. well thats not the case unless! you wish to forfeit your DSP whilst travelling overseas, that rights not stopping you for going for 13 weeks..ie you should be actively seeking work and be here for rightful medical assessments but in saying the people receiving age pension should retain their benifit whatever their health issues because its rightly assumed that they have worked in their life and paid taxes and at the retirement age should be free to enjoy their last years going where they wish still retaning fully their age pension.
Agree or disagree with me here the essence is, if you can work you should not be on the DSP its not what its intended for. I would rightly give my name and even my centrlink number here, I have no issue with centrelink reading this or finding out who I am, its just I want my private information retained under FOI to the public forum here..If you are a genuine DSP recipient you will be granted and assessed favourably, if you are not then you retain your existing status quo.
I finally note.. I hope DSP people under the current 13 week o/seas conditions retain that and their benefit for that period/s because they need to get away on compassionate health grounds even though they should still be actively seeking work but if you are not able to work then you should also definately be assessed as permanantly disabled and be able to travel post 13 weeks and even permananly but whilst still retaining your DSP .. to be then paid monthly. similar to pre 1984 but this time not based on a lucky date but on rightly medical grounds. Good Luck in coping the best you can with your current health issues...
Hope centrelink truely finally consider our health in this new legislation of 1st July this year. They will save emensely on cost savings in so many areas to the rightful people and in my case give me some quality of life in my final years of which quality and living standards I certainly cannot get here under Australias huge cost of living standards and secluded lonely life sitting at home alone struggling emensely in depression and acute anxiouty daily. Listen Budget 2011-12: Indefinite portability for permanently disabled Disability Support Pension recipients who have no work capacity
Description of the measure
From 1 July 2012, people with a permanent disability who receive Disability Support Pension (DSP) and have no future work capacity and who wish to leave Australia to be with friends and family will remain payable outside Australia indefinitely.
DSP customers who leave Australia and wish to remain payable under this new measure for more than 13 weeks will be required to have a new work capacity assessment before their departure. This measure acknowledges that DSP customers should be able to continue receiving income support outside Australia where there is no expectation of workforce participation.
Currently, DSP is generally only payable for the first 13 weeks of a temporary absence from Australia. After 13 weeks, DSP is suspended and subsequently cancelled if the customer has not returned to Australia.
This measure will provide health cost savings and ease the demand on nursing home places and aged care facilities in Australia.
Questions and answers
Who will be affected by this Budget measure?
People who receive Disability Support Pension (DSP) and who have a permanent disability and who have no future work capacity will be affected if they wish to leave Australia for more than 13 weeks.
To be eligible, a DSP customer must be assessed as having a permanent disability and also assessed as having no future work capacity. These assessments must be completed in Australia, prior to departure and may involve a medical review.
Who will not be affected by this Budget measure?
Any DSP customer not meeting the eligibility criteria will be unaffected and remain subject to existing portability rules.
Is it a new measure that will affect existing Portfolio customers or people? If so, how will they be affected?
Yes. Existing DSP customers who are assessed as having a permanent disability and no future work capacity will be payable overseas indefinitely.
When will the changes be implemented?
Answer: The measure is expected to commence from 1 July 2012.
When will the changes end?
Not applicable.
How will I know if I am eligible for this Budget measure?
If you think you may be eligible, contact Centrelink and ask for advice. From 1 July 2012, Centrelink will assess your eligibility as part of a pre-departure interview and will advise you of your eligibility.
Do I need to do anything?
It is in your interest to notify Centrelink as early as possible of your travel plans. This will allow time for Centrelink to assess your entitlements, organise a work capacity assessment and any necessary medical reviews. The work capacity assessment, including any medical review, must be conducted in Australia before departure.
If I am eligible for this Budget measure, will there be changes to my obligations or reporting requirements?
Generally, normal DSP obligations and reporting requirements will remain unchanged. Customers who depart Australia will be required to update their contact details with Centrelink.
If the Budget measure involves a payment, when/how will it be paid?
The basic rate of DSP will not change under this measure. Some supplementary payments, such as Pension Supplement, will be affected if DSP customers remain outside Australia for more than 13 weeks.
For extended periods outside Australia, the frequency of DSP payments will change from fortnightly to every four weeks. Payments will continue to be made directly to customers’ nominated bank account.
What does ‘no work capacity’ mean?
Eligibility criteria for meeting the ‘no work capacity’ test are yet to be defined. Centrelink will provide information once they become available.
