I have been wondering lately, what they do lump into the 'welfare bill' for the country.
This figure of billions of dollars they claim to pay out each year, is that just in actual welfare payments?
Or does it also include the cost of the payments they make to job placement agencies, the legal bills they rack up trying to defend the corrupt actions of their staff, the appeals processes, and the huge salaries paid to all of our fat cat minders?
Anyone have an answer?

The overheads in any big organisation, private or public, are always high. Anyone who has spent any time overseas will have seen the missionaries and charity workers driving around in new SUVs and lunching at 5 star hotels. And don't get me started on the United Nations.
