There seems to be a lot of misunderstanding about Social Security Agreements with other countries, even though each agreement is published on CL's website. This is partly because the agreements say nothing really. In fact, as there is no independent third party to oversee these agreements, each country is free to do whatever it wants really. But most significantly CL says Oz will "top up" your offshore DSP or OAP to the full level of the Australian base payment rate.
There are now two major issues with this. One, CL forces you now onshore to reapply for the DSP, undergo a full Medical Review, a JCA, and only then might they OK your passage ONCE YOU RECEIVE A CERTIFICATE OF RESIDENCY from the country you have repatriated to. SO APPLYING FOR THE DSP IN AN AGREEMENT COUNTRY IS IN FACT THE SAME AS APPLYING FOR UNLIMITED PORTABILITY (the work hours per week JCA catch 22 is more relaxed) but your portability is for one country only. So in essence you are going through all the same rigmarole and stress as you get applying for the UP so that, if you win, Oz can imprison you in your old country. Now despite this attempt at spreading the ethos of convictism the fact is that almost all other countries have borders with other countries which you can drive over (watch out for the CL "Offshore Residency Watch" spies in the black humvee following you over the border from say Greece in Macedonia, or Canada into the U.S., ha ha.)
Over the next 2 years the new residency requirement for the OAP (35 years for full base pension) will mean that the percentage of top up will be diminished of course. So it is a case of apply now, or for wait and get screwed for some.
