dpending upon where you are resident when not in Oz, Citibank is an option but ATMs are an issue, only in Manila and Bkk, no charge if using their atms. You need to apply for a card in Aussie.

I did try the Citibank Plus Visa Debit card in a ATM in Bangkok and got no fee's. There are only 3 locations in Bangkok, and no where else in Thailand. Asoke intersection - Exchange Tower Building Silom Road - 200m down from Soi Convent walking towards river. Central World Mall.

Sorry, I got that Asoke building wrong. It is in the Interchange building, across the road from the Exchange Tower.

Follow the prompts to find out exchange rates for the major currencies for the current and previous month, or speak to a Customer Service Officer to find out exchange rates for other currencies. Our Customer Service Officers can provide information in English, or in your preferred language for currencies that are not available through the automated service. Customer Service Officers are available to answer your call between 8:00am and 5:00pm, Monday to Friday. The exchange rates are updated at the beginning of each month. If you have non-Australian income and assets, you will be sent a letter in February each year showing the exchange rates used for the previous twelve months. This letter is for your information only. You may ask for a reassessment If there is more than a 5% difference between the exchange rate we used, and the rate actually used to convert your non-Australian income and assets into Australian dollars, you can ask for a reassessment. Sure, you need a form. Give Centrelink International a call or an email and ask them to post one out if it cannot be done online. Did you check online services to see if you can do it there?
I'm thinking of doing it myself, noted that each transaction is charged $15 by my bank and $5 or $6 by the ATM here. Works out to about $500 a year.
I have a form somewhere, if I can find it I'll email you a copy.

No, my Australian bank charges the $15 per withdrawal and the Thai ATM snaffles another 5 or 6.
