here's the reply I've received, and of course it doesn't address any of those points I specified in my email.

Good morning ....
I have now had a response from the Minister's office which is below. What you need to
understand is that this response is based on the legislation that was put in place before
the LNP took office this year.
Parliament does not sit until November at which time policies that we went into the
election on will start to be implemented in the Lower House (Representatives) before
passing to the Upper House (Senate) for final approval. This procedure is often repeated
a couple of times when various amendments are needed to be made and so the final changes
to a particular piece of legislation can take many months. As the LNP does not have the
numbers in the Upper House the Opposition can stop new legislation changes going ahead.
Hence is the response I received from Minister Andrew's office:
Quote...........
"Thank you for your enquiry about a Carer Allowance recipient travelling overseas with the
person being cared for. All working age social security payments, including Carer
Allowance and Carer Payment, are generally payable overseas (portable) for up to six weeks
only. This portability period allows recipients who permanently reside in Australia
reasonable time to deal with personal matters that may arise from time to time overseas.
An extension to the limit of six weeks might be available if unforeseen circumstances
arise after departure which prevent the carer and/or care recipient returning to Australia
within the period. Any extension is discretionary, and the carer should contact the
Department of Human Services whilst overseas by phoning +61 3 6222 3455, to discuss their
individual circumstances. (Call charges apply, including for calls from mobile phones
which may be charged at a higher rate.)......" unquote
