Hello all I just wanted to bring this consultative process to everyone's attention: asiancentury.dpmc.gov.auNote that the deadline for submissions is 26 Feb This may interest you if you would like to see Australian government benefits payable/available to Australians who choose to relocate to an Asian country for all or part of the year. I think this is a good opportunity to get this issue - which would otherwise garner little interest or support - up onto the stage for proper consideration. Submissions need not be long and academic .. just have your say about what you think and why

..perhaps you could be the one to 'draft' the submission..what you reckon..pro forma style as many of us just can't sit and concentrate for all that long! PS welcome to the forum friend. ROD.

OK Rod I will have a try. I have had a fair bit of experience in putting together submissions & I was planning to prepare one for this process anyway. If ppl like it they can copy it or modify to suit their own needs.
There are some things that forum members could do to help though ... I am new to your forum and won't have time to do anything more than skim some of the discussion threads. Can ppl point me towards the key discussion threads (that really make the case) and maybe even some particularly good individual posts within these threads. It would also be helpful if ppl could put forward their own dot points as to what they see are the really key arguments in favour of change and/or weaknesses in the existing policy.
I can then prepare a first draft and post it here for comment

Thanks Zorro. One of the things I have no clue about - but need to come to grips with - are the specific reasons why the powers-that-be oppose relaxation of the existing rules.
Can anyone point me towards specific replies that have been received that address this aspect, and which I can access in this forum?

Several of us made Senate submissions regarding The Families, Housing, Community Services and Indigenous Affairs and Other Legislation Amendment (Budget and Other Measures) Bill 2010 which actually seemed to make a difference to the outcome. I'll email you mine in case you cannot find it here.

Thanks Zorro. One of the things I have no clue about - but need to come to grips with - are the specific reasons why the powers-that-be oppose relaxation of the existing rules. Can anyone point me towards specific replies that have been received that address this aspect, and which I can access in this forum? ...it seems to be the reason for Centrelink to relax the portability rules (if and when the legislation gets passed) is to ease the burden on Australian Nursing Homes, Hospital, Medicare and other allowances that would no longer apply to us DSPers Overseas. They finally have seen the light about how we are saving them probably 50% or more, of our entitlements by being here! You will find this in Min. J. Macklin's Budget Speech, plus numerous threads here about this hot subject. Many of us are being subjected of late to the 'residency rule' and hopefully we will be allowed to return overseas indefinitely as of July 1st, but subject to qualification under the new rules of assessment, which I understand it have not yet been formulated or applied. It may be that those of us who already are here will be grandfathered and not have to go through the new process..who knows..time will tell. You can watch what is coming up in Parliament by these two links www.aph.gov.au/Senate/index.htmwww.aph.gov.au/house/info/sittings/index.htmGood luck with the template/pro forma idea, I'm sure we will have good input when you put up a Draft for us to look at. Thanks for your positive presence and input, much appreciated. ROD.

Thanks Howdo. It was great to meet several members of the forum in Chiang Mai earlier today. I will now go ahead and write the first of what will probably be several drafts and post it online at this address: www.burning-bison.com/submission.docMembers are invited to provide comments/feedback to me in this discussion thread or via PM or email. At the end of this process I will put in a submission in my own name, either on or before the deadline (26 February). Forum members are welcome to use all/part (or none) of my submission within their own submissions. The procedure in relation to submissions is set out here: asiancentury.dpmc.gov.au/submissions

Thanks bruceb, I'll study it tomorrow, a little weary tonight.
I enjoyed the meet today, it's good to bounce a few ideas off people face to face and having a new member there to offer new takes on old opinions, I think gave us all something to think about. Unfortunately the very nature of our group means we are spread far and wide so it's good to catch up now and then.

OK folks, I have uploaded the first working draft of the submission (to the address in my earlier post above). There is plenty more work to do on this - it's just a start. I aim to regularly upload revised versions over the next week or so.
When reading and commenting: 1. Are there any important points I have left out? 2. Have I said anything that is factually incorrect? 3. Can you point me towards specific references - in this site or elsewhere - that are good examples to include and/or which support my points?
Cheers Bruce

Bruce, I love this sort of stuff and need to read the white paper and your submission with much more time and thought. My first suggestion at this early point is to add an abstract to the beginning. Working with the concept the pollies can't/don't read. ;-). Of course, if you can reference anything that would be good, including the quotes you used. Well done! I hope I can help more.
