Almost 1000 disabled people in South Australia are waiting for the highest level of services, a new report has found.
Public Advocate John Brayley presented his annual report to state parliament on Thursday, providing an overview of critical issues affecting the disability, mental health, aged care and guardianship sectors.
He said the unmet need for category one disability services now included 995 people with 498 of them waiting for supported accommodation.
Dr Brayley said people on the category one list could also be at risk of hurting themselves or others.
"If there were just a few people on this category one list, we would expect the problem to be solved today," he said.
"However, because the list is now so large, there is a risk that our community has become desensitised to the problem."
Dr Brayley's report also includes a string of recommendations across the various sectors.
In disability, as well as clearing the category one list, he called for greater efforts to reduce or eliminate the use of restraint, seclusion and detention of people with disabilities.
In mental health he called for more supported accommodation places and more mental health workers, while in aged care he recommended changes to better protect the rights of older people detained in secure aged care facilities.
