(For what it is worth and you will have to fill in my gaps)
The proposed maximum 4 weeks overseas in 12 months change to DSP Portability is a win for all the whinging, moaning ignorant folk in the community who do not know anyone on DSP and are influenced by 'the shock jocks' of the media.
There is No doubt that it has been introduced as a political gesture to keep them happy.
However, it could have some deep implications for everyone in Australia because if they can limit a DSP person to 4 weeks a year then why not everyone else.
Why should someone who gets Long Service Leave go outside of Australia for more than 4 weeks a year? After all they earned that money in Australia so surely it belongs to the Australian economy.
And what if your employer let you go for more than 4 weeks holiday in 1 year, whether it is overseas or not? Definitely should be stopped.
Politicians spending more than 4 weeks overseas? Forget it.
Business people overseas? Nah!
The fact is most people on DSP who go overseas do it because it is far king cheaper to spend as much time outside Australia in a situation that is helpful to your health and well being than in Australia.
It is the ultimate bloody mindedness to say "Hey you over there, do as I tell you. You can have 4 weeks outside the country every 12 months."
But what they don't say is, "The other 48 weeks of the year you will live in the punishment we have designed for you!"
I think this proposal can be attacked and defeated.

First of all 4 weeks = 28 Days If you take airline delays into consideration - and you would have to, cause if you come back just 1 day late, you can say goodbye to your DSP. So to be safe you really have 27 days at best. Taking into consideration travel time, you could spend 36 hrs just on the plane including connection time. So how many days of quality time will you have? 23-24 days in 12 month period. When you come back it's jail-time. The biggest prison in the world: WELCOME TO AUSTRALIA!
This proposal can certainly be attacked, but defeated? doesn't look like it with this Gestapo style rulings.

I really don't know who would be on our side. Even amongst my own friends,, folk say,, like a parrot ,, if you can sit on a plane your not disabled. WTF,,, What about me I say? Oh your different. No ,, I'm not different,, to go on a plane a train ,, I drug up big time,, I plan way in advance,,I organise the family to get me there and get me in plane or train. I try to stay awake,, and not overdose with the drug cocktail. Then I sleep it off,, Then get my drug intake back to walk And talk please and stay upright. But all this is private and no one can see,, I'm talking to the choir I know: It takes days either side from where ever I'm going,,
So that 4 weeks,,, is real small. Trouble is no one knows or cares. Wahhhhh.

Budget response by someone in a wheelchair representing the disabled... After he had his say, he asked if any reporters had any questions.... not a single question. No-one gives a damn about us. The general public can't get past the image of dsp recipients living the high life on permenant holiday overseas at tax payers expense, even though reality is far from it.

And I agree with what you say about writing letters, talking to people. How do we defeat it? I think Senators and Senators-Elect are the people to write and talk to. But I would also be looking to the CFMEU and AWU who are going to need good causes to look after so they can prove to Australia that they are not complete basting. Given that there is a Royal Commission into Union 'slush' funds and whatever else. Just initial thoughts.

The portability changes will get through with bipartisan support. Just like the residency changes did, just like the 6 week portability changes did.
Really, trying to fight this one is wasting time and effort. Effort that could be used to get your medical records up to date and then apply for IP.

When I mentioned to a few people when asked how I was affected by the budget, they were relieved to hear that as I was reassessed in January, and knowing my condition could still receive the DSP. When I said portability had changed to 4 weeks a year, everyone made the point that that's the amount of holidays they get a year, and usually in 2 week blocks. Regardless of my circumstances, I was unable to argue against their logic. Their tax, my privilege. It's easy to forget when you don't work, the daily reality for those do. I don't think it's fair, cause when their lives take a sharp turn for the worse, they'll wish the rules were different. But, I'm not going to curse them, because I don't think they have it easy either.

Where we live doesn't affect their taxes one bit, indeed they save money if we are overseas.
Just spite.
I hope that next time they go to the hospital emergency after hours there's a dozen Disability pensioners ahead of them in the queue.
Now there's spite as well.

I read these posts with a lot of despair and it is very saddening to see that so many of us have given up on this country and I include myself. I can see Mikey's point, more correctly the point of the people he talks to who are still flogging away. But reality is as pointed out by Banjo, that is cheaper for us to be os than remain in Oz. Regrettably the media hype and rubbish by politicians and media is almost impossible to overcome. Even the well educated seem to swallow this nonsense and how it is portrayed with alarmist style reporting. This is a very strong forum with many members an we are indeed a strong force. If there is a double dissolution (which I doubt) then we all need to try and make a difference and the polls.

As I've already said on these boards if the new portability rules are adopted I will be gutted as my family are in the Philippines. Its already hard enough as it is under the six week rule where they constantly monitor your travel/residency. As for those who believe we owe the taxpayer for our meager existence forget it I paid taxes for over thirty years and therefore believe that I've earned it so wake up and smell the coffee

I think the change to 4 weeks in 52 rule is bloody minded 'carp'. And it deserves protesting in some manner.
